Agriculture and Agri-Food Canada’s $75,000,000 Hog Farm Transition Program (HFTP)

WelchGroup was instrumental in helping the Canadian Pork Council to transition Canada’s pork producers out of the industry.

Overview:
The HFTP was complex and time sensitive. Ongoing negative economic factors in addition to the H1N1 scare put financial pressure on many producers and resulted in additional lobbies for government support. The HFTP was developed to enable producers to transition out of the pork industry for a minimum 3-year period.

The WelchGroup team got involved as soon as program funding was approved: meeting with stakeholders, designing the program administration architecture, drafting a risk matrix as well a planning the launch. The HFTP was successfully launched within 8 weeks of funding approval after which Welch set in motion an efficient, confidential process to qualify producers. If a producer was not able to provide the necessary information and/or documentation to meet all program terms and conditions, the claim was disqualified.

• Interface with producers and administer all HFTP claims
• Provide accurate and timely reports to stakeholders

Agriculture and Agri-Food Canada’s $50,000,000 Cull Breeding Swine Program (CBSP)

WelchGroup was pleased to support the Canadian Pork Council in helping to get Canada’s pork producers back on their feet.

Overview:
The CBSP was complex and time sensitive. Economic factors had painted many producers in a corner that resulted in a dire need of prompt government support. The CBSP was developed so that producers could downsize their breeding operations and met the objective of reducing the national breeding herd by 10%.

The Welch team got involved as soon as program funding was approved: meeting with stakeholders, designing the program administration architecture and drafting a risk matrix as well as planning the launch after which Welch set in motion an efficient, confidential process to qualify producers. If a producer was not able to provide the necessary information and/or documentation to meet all program terms and conditions, the claim was disqualified.
